ppl traveling together sit tog and coordinate carry-on so all or none have bags but the bins only hold ~2 bags per 3 seats, so they fill up in clumps, last ppl end up w bags anywhere they'll fit... if your bag is behind you can't get to it to leave, so ppl grab any open spot if they're looking full
