the ppl on the bikes die VERY frequently if you chase them (and not infrequently kill and injure pedestrians too). We decided the death penalty is too high for enforcement so now the laws don't exist. I'm wildly unsure about this outcome. Obvi don't want dumb teens on bikes to die tho, obvi.
haha this is one of the topics that has made me more in favor of traffic cameras & etc- get images of them in the act -> identify them -> follow up w a visit / fines / impounding the bike when you catch it parked somewhere
like severity depending on how dangerous & repeated offenses...
