@Pathless110 I do think you have something in mentioning scale though- paternalism where the "parent" is close enough to see the problems firsthand and actually care on a personal level builds trust that is sorely lacking in the leviathan paternalism of a country of millions.

@Pathless110 An odd example comes to mind- longtime customer died unexpectedly with no religious ties or family to organize things (estranged over her coming out), my family stepped in to host a big funeral in the facility and invited the community she'd built through her hobby.

@Pathless110 It is so random, but deeply felt like the right response to the situation... And much better than the faceless government disposing of her remains without a celebration.
