@tylercowen Capacity slow to increase because: big lumpy investments need long-term use to be profitable, inflexible union labor contracts & uncertainty abt '22, long lead time for new equipment (esp bec chip shortage), and lots of govt dependencies (env/land use, customs, rail regs)
