@PeterJAngel universities don't get to hand out visas? I mean, an acceptance letter feeds into qualifying for a visa, but if Dept o State is not functioning to do background checks n issue visas students aren't allowed in?
@PeterJAngel and so the uncertainty & delay of visa processing is a govt-imposed constraint on intl student admissions...
