@LuceenMatt wrt paper ballots, as an election worker in Virginia, we DO seal them up, store them securely, and then run a risk-limiting audit where the auditor selects a random subset of boxes to hand-count and verify that the results match what we reported from the scanner. The scanners are also tested before each election w party/candidate representatives watching and have seals on them to prevent tampering after they've been programmed and tested.
