i remember Dulles was also one of the main entry points for Afghan refugees airlifted by our military, and we had a local measles outbreak caused by their transit. i understand the necessity but think the federal govt should build permanent secure arrivals & quarantine infrastructure at Dulles (or elsewhere?) for these sort of flights with security / biological risks
