true except that the power demands are so large that they're not trivial to meet quickly nor to have that much over-provisioned slack capacity everywhere all the time. DCs generally want to pull from two substations for better reliability and also have backup generators that create nontrivial emissions when run, i think Loudoun & Dominion Power have been doing a decent job at coordinating this for many years and we do not need additional new regulations
